Once you know what permit(s) your project needs, you can file an application in two convenient ways: online and in person.

ONLINE

We accept online applications anytime through Electronic Permiting & Inspection Portal, or EPIC-LA.

For First-Time Users

You will need to register in EPIC-LA to apply online or pay fees. Read the registration instructions for more information. Read the add contact instructions if you need to add more people to access a case.

To Apply

After you register and log in, you can submit a DRP – Base Application. This helps us understand your project and tell you what permit(s) you need. Read the apply online instructions for more information. You will also need the required documents, including the owner acknowledgement form, ready to upload. After you file the base application, you will receive an RPAP number. This will convert to an RPPL number once the application is accepted.

To Pay

After we convert your RPAP Base Application to the correct RPPL permit(s), you will receive an email with invoice number and EPIC-LA link to pay. Read the search case instructions and visit How Do I Pay A Fee for more information.

Your application is considered officially submitted once you have paid the fee(s).

IN PERSON

We accept most applications at our field office locations during counter hours. Subdivisions are only accepted online.

Before You Go

Complete the in-person base application and owner acknowledgement form. You will need all your required documents with you. Use the appropriate checklist to make sure you have everything. This includes a copy of your digital files, if required!

You may also need to pay the application fee(s) in person or pay online. In person, you can pay by check or credit card. Checks should be made payable to “County of Los Angeles.” Visit How Do I Pay A Fee for more information.
