Applying for a permit can be made easier by understanding the overall permit application process and what your role and responsibilities are in this process. This should allow your project to move smoothly through the process, saving time for both you and the City of Richmond.
Building permits are required before you construct, erect, enlarge, alter, move, repair, improve, convert, or demolish any building or structure. The code provided exemptions to this are listed on the Work Exempt from Permits handout.
Permits may only be issued to property owners, licensed contractors, long term lessees, or their certified agents. Licensed contractors must provide a Contractor's State License Card, a Worker's Compensation Insurance Certificate, and a current City of Richmond Business License at time of application.
This depends on the scope of the work. Some permits are issued over the counter. Other projects require review and approvals from different agencies (Planning, Fire, Health Departments, etc.) before the Building Department can proceed with the plan review. Permits issued over the counter include:

To make a complaint about work being done without a permit, please phone the Building Division and state that you wish to make a complaint. This call can be made without giving your name or phone number if you wish to remain anonymous.
